Policy Dialogue

Like its predecessor, the EuroMed Transport Project – Main Contract I – the Main Contract II has also to view the Policy Dialogue as an ongoing process throughout its contractual life span. In some respects it is the ‘raison d’être’ of the project. In principle all project outputs contribute towards the Policy Dialogue. Numerous events will provide the focus for this dialogue.

Support for the Euro-Mediterranean Transport Dialogue and Coordination

In order to avoid overlapping with other important events, and to respect tough reporting deadlines and other deadline related outputs, the project made an effort to stretch the events over a balanced time axle.

The events can be distinguished in two principal categories :

Category I

Events with direct impact on the control of project progress and future work planning, having the character of working meetings. To this category we attributed :

The Euro-Mediterranean Transport Fora

Frequency/Duration :
Min 1 per year – up to 2 days,
Participants :
up to 2 delegates/MEDA country (including the NCs), representatives from EU Member States, representatives from Balkans (Albania - Bosnia & Herzegovina – Croatia – Montenegro), limited number of representatives of regional organisations and representatives from IFIs + experts from other EuroMed Transport Projects
Location/Timing :
to be determined in close cooperation with the European Commission

The EuroMed Transport Working Group ‘Infrastructure & Regulatory issues’

Depending on the project’s progress, this exercise might be combined with other pertinent thematic such as ‘Facilitation of Trade & Cross-border issues’ or also ‘Financial issues’

Max 2 per year – 2 days,
Participants :
up to 2 delegates/MEDA country (including the NCs), representatives from EU Member States, representatives from Balkans (Albania - Bosnia & Herzegovina – Croatia – Montenegro), limited number of representatives from regional organisations and representatives from IFIs+ experts from other EuroMed Transport Projects,
Location/Timing :

The Task Force on ‘Infrastructure Network – Action 18 / RTAP’

Frequency/Duration :
Min 1 per year – 1 day,
Participants :
1 delegate/MEDA country and a limited number of representatives of regional organisations,
Technical organisation :
technical coordination with CETMO is imperative,
Location/Timing :
to be determined in close cooperation with the European Commission

The Task Force on ‘Financial Issues’

Frequency/Duration :
Minimum 2 per year – 1 day,
Participants :
2 delegates per each MEDA country (including the National Coordinator) + limited number of representatives of IFIs (e.g. EIB – FEMIP – WB – NIF - InfraMed instruments – African Development Bank, etc.)
Location/Timing :
to be determined in close cooperation with the European Commission.

The National Counterpart Team Meetings ‘NCT’

Frequency/Duration :
Min 1 per year – up to 2 days,
Participants :
up to 2 delegates/MEDA country (including the National Coordinator) + limited number of representatives of regional organisations,
Location/Timing :
to be determined in close cooperation with the European Commission.

Category II

Events with the participation of a broader public in order to demonstrate the main outputs of the project and/or discuss specific topics and collect feedback for a further implementation, having a character of conferences.

The Regional Transport Conference on Financial Issues

This category of conference will involve not only the MEDA counterpart Teams but also the International Financial Institutions as well as the Private Sector Users Group to coordinate/share their views by organising the interface and dialogue towards the financing of the prioritized short list of projects.
